Overview
The Clean Water Act gives states and territories the primary responsibility for monitoring, assessing, protecting and restoring the nation’s waters. The oversight of compliance with this act and awarding funds as part of that program are defined under Section 106(2)(1), making the Environmental Protection Agency (EPA) responsible for the oversight of state programs and the awarding of funds to qualified state programs. The EPA has created a list of 10 basic elements of a State water monitoring program as a tool to help both the EPA and the States in determining whether a monitoring program meets the prerequisites of the Clean Water Act 106(e)(1). States cannot receive Section 106 funds unless EPA approves of their methods and procedures, necessary to monitor, compile, and analyze data on the quality of navigable waters of the state. This course briefly reviews the 10 basic elements in terms of the objectives of the Clean Water Act.
