Hazardous Waste Identification

Overview

Simply defined, hazardous wastes are liquid, solid, contained gas, or sludge wastes that contain properties that are dangerous or potentially harmful to human health or the environment. Of course, industries and institutions must use more detailed criteria for determining if a waste is “hazardous” in accordance with the Resource Conservation and Recovery Act (RCRA). Indeed, correctly identifying a waste as hazardous is the essential first step in managing and disposing the waste. According to 40 CRF Part 262.11, the generator (person producing the waste) has responsibility for determining if the waste is hazardous waste; and 262.11 also prescribes the method for making that determination.

The Environmental Protection Agency (EPA) hazardous waste identification (HWID) process consists of four key questions:

  • Is the material a solid waste?
  • Is the waste specifically excluded from RCRA?
  • Is the waste a listed hazardous waste?
  • Does the waste exhibit a characteristic of hazardous waste?

The course material is extracted from the following EPA publications:

  • EPA530-K-02-022I, Introduction to Solid and Hazardous Waste Exclusions (40 CFR §261.4), October 2001
  • EPA530-K-05-012, Introduction to Hazardous Waste Identification (40 CFR Parts 261), September 2005

The target audience is engineers and managers whose responsibilities include management of hazardous waste, but may have limited experience with it. To receive PDH credit for the course, the student must pass a multiple choice quiz of twenty (20) questions.

 

Specific Knowledge or Skill Obtained

This course teaches the following specific knowledge and skills:

  • Understanding criteria for excluding a waste from hazardous classification
  • Knowledge of regulatory drivers for identification and listing of hazardous waste
  • Distinguishing types of hazardous wastes: listed, characteristic, universal, and mixed
  • Understanding the four characteristics for determining if a waste is hazardous
