This course includes three pre-recorded sessions of a presentation delivered in April, 2014. Additionally, the course provides a supplemental prologue to the recorded sessions.

  • Prologue – Overview of the SPR
  • Session 1 - How SPR Streamlines Business Process by Leveraging Sharepoint and K2
  • Session 2 – Harahan Pump to the River Project
  • Session 3 - The Longest Bridge in the West: Design and Construction of the John James Audubon Bridge

The prologue is a PDF document, which provides background on the purpose and history of the Strategic Petroleum Reserve (SPR). You’ll learn the events that precipitated the formation of the SPR, as well as events that have required the U.S. government to drawdown the SPR on more than one occasion. You’ll also learn why the SPR stores oil in salt domes, and how artificial caverns are formed in the salt domes.

In the first session, you’ll learn how the Strategic Petroleum Reserve’s Project Management Office (PMO) uses Sharepoint and K2 Workflow software to streamline business processes. The Project Management Office, based outside of New Orleans, LA, is responsible for carrying out the operational aspects of the Strategic Petroleum Reserve's mission. The PMO oversees the day-to-day operations of the major crude oil storage sites and logistical facilities for the nation's emergency oil stockpile.

Session 2 provides an overview of the Harahan Pump to the River Project, located in Jefferson Parish – a suburb of New Orleans, LA. In response to extensive damage caused by 2 major rain storms in November '89 and May '95, the U.S. Congress authorized the Southeast Louisiana Urban Flood Control Project (SELA) in November '95. As a part of the remediation of the flooding problem, the Harahan Pump to the River project came into being. This ambitious project will take 1200 CFS of rain water from head waters of the Soniat Canal and pump it to the Mississippi River.

Session 3 provides an overview of the John James Audubon Bridge project. The John James Audubon Bridge, completed and opened in 2011, is a Mississippi River crossing between Pointe Coupee and West Feliciana parishes in south central Louisiana. The bridge has the longest stay cable span in the Western Hemisphere.

This is a video recording of a live seminar held April 4, 2014 as a part of the 2014 Tulane Engineering Forum, and is offered exclusively by PDHengineer by special arrangement with engineering alumni of Tulane University and the Tulane School of Science and Engineering. This valuable information is presented by the following esteemed speakers:

  • John O’Brien, Strategic Petroleum Reserve, Project Management Office
  • Kazem Alikhani, P.E., Director of Public Works, Jefferson Parish Government
  • Paul Fossier, P.E., F.ASCE, Audubon Bridge Constructors

Specific Knowledge or Skill Obtained

This course teaches the following specific knowledge and skills:

  • Why the Gulf coast was selected for SPR locations
  • How artificial caverns are created in the SPR salt domes
  • How SPRPRM manages Electronic Workflow
  • Downside of manual document control processes
  • Essential elements of the “CQI” process
  • Why 6-Sigma is not good for managing soft processes
  • How to use tools like K2 Workspace Manager to streamline business processes, such as email exchanges
  • Examples of workflow processes that workflow tools like K2 can manage
  • How SPRPMO uses Sharepoint for data management
  • Attributes to assign when categorizing data
  • Why collaboration is a huge benefit of Sharepoint and workflows
  • Evolution of the Southeast Louisiana Urban Flood Control Program (SELA)
  • Benefits of pumping to the Mississippi River, instead of Lake Pontchartrain
  • Technical aspects of the Harahan Pump-to-the-River project
  • Special design considerations for the pumping system to be operable during a hurricane
  • Challenges associated with routing three (3) 84” discharge pipes through an urban area
  • Scope, schedule and materials used for the John James Audubon Bridge project
  • Unique design elements for the main span river piers
  • Installation sequence of the bridge
  • Stage-by-stage analysis of the main span superstructure
