Ibrahim M. Metwally, P.E., Ph.D., is a U.S.-licensed Civil/Structural Professional Engineer, structural and forensic engineering consultant, professor of reinforced concrete structures, and author of continuing education courses for professional engineers. He is the Founder and Principal Consultant of ENGISTRUCTA™, a structural and forensic engineering consulting practice operating in the State of Wyoming. He is also a registered consultant with the Wyoming Department of Transportation (WYDOT) and a registered structural consulting engineer with the Ministry of Housing, Utilities & Urban Communities in Egypt.

With over 25 years of professional experience, Dr. Metwally provides technically rigorous, practical, and code-relevant expertise in structural design, advanced analysis, forensic investigation, and seismic evaluation. His expertise extends to the retrofit, rehabilitation, and failure assessment of buildings, bridges, and infrastructure systems. Throughout his career, his work has supported public agencies, DOT-related programs, design firms, and contractors seeking sound structural judgment, safety, and code compliance in real-world practice.

Dr. Metwally’s extensive background includes the design, analysis, and evaluation of reinforced concrete, structural steel, post-tensioned and prestressed concrete, deep foundations, and structural masonry systems. He has designed and evaluated major structural projects across Egypt and the Arabian Gulf region and is actively involved in structural investigations involving damage, deterioration, and failures under complex or extreme loading conditions. Furthermore, he has served as an expert witness and technical evaluator in structural failure matters.

His specialized work includes seismic assessment and retrofit of existing structures, performance-based engineering, and advanced structural reviews of critical facilities. He is also a qualified consultant collaborating with the Applied Technology Council (ATC/FEMA) on seismic assessment projects, including ASCE 41-related evaluations.

Dr. Metwally is a Professor of Reinforced Concrete Structures at the Housing and Building National Research Center (HBRC) in Cairo, Egypt. His academic research focuses on ultra-high-performance concrete, structural performance under extreme loading, large-scale experimental testing, and the behavior of concrete structures reinforced with FRP composites.
